The Rowan-Virtua NMI is designated by the State of New Jersey as the Southern NJ MAT Center of Excellence (SNJMATCOE). As recipient of a $2 million annual award from the New Jersey Division of Human Services (DHS) and Division of Medical Assistance and Health Services (DMAHS), the SNJMATCOE plans, creates, and executes statewide training content, education, and mentoring initiatives. Richard Jermyn, DO, FAAPMR, Professor and Hunterdon Health Endowed Chair of the NMI, serves as the SNJMATCOE Principal Investigator (PI).

Additional CME courses for standardized, evidence-based substance use disorder (SUD) prevention, treatment, harm reduction and recovery

Section 1262 of the Consolidated Appropriations Act of 2023 removes the federal requirement for licensees with prescribing authority to apply for the 2000 Drug Addiction Treatment Act (DATA 2000) Waiver ("X-Waiver") to prescribe buprenorphine medication for opioid use disorder (MOUD). The X-Waiver has been officially eliminated. Other federal requirements associated with the former X-Waiver have also been removed—including and not limited to limits on the number of patients for which a licensee can prescribe buprenorphine MOUD.

Section 1263 of the Act requires new or renewing Drug Enforcement Administration (DEA)-registered licensees, as of Tuesday, June 27, 2023, upon submission of application, to have completed a new one-time, eight-hour* training requirement on treating and managing patients with opioid use disorder (OUD) or other SUDs. All DEA-registered licensees—with the exception of veterinarians—are responsible for satisfying this new training requirement.

*Notes regarding the eight-hour training requirement:

  • Licensees can satisfy this requirement by engaging in a total of eight hours of training on treating and managing patients with OUD or other SUDs from various groups including the Southern NJ MAT Center of Excellence (SNJMATCOE).
  • The NeuroMusculoskeletal Institute (NMI), Rowan–Virtua School of Osteopathic Medicine (Rowan–Virtua SOM) is designated by the State of New Jersey as the SNJMATCOE and is accredited by both the American Osteopathic Medicine (AOA) and Accreditation Council for Continuing Medical Education (ACCME) to provide CME for physicians. CME designation certificates are also provided for advanced practice providers (APPs) who complete course content activities in entirety.
  • All CME training courses listed on this website fulfill the requirement. Additional CME training courses that fulfill the requirement are available at this link, and this link.
  • Please note that the training does not have to occur in one session—it can be cumulative across multiple sessions that equal eight hours of training.
  • Please also note that past trainings on treating and managing patients with OUD or other SUDs can count towards a licensees meeting the requirement—should the trainings have been received from and accredited by the list of groups on page two.
  • Past DATA 2000 Waiver ("X-Waiver") trainings also fulfill this requirement. Licensees who completed a total of eight hours of training during the SNJMATCOE Training Program across 2019–2023 have thus fulfilled this requirement and should retain their CME certificates and designation certificates. Please refer to prior communications from Patricia Fortunato.
  • As of June 27, 2023, licensees are required to indicate on their online DEA registration form, regardless of whether a registrant is completing their initial registration application or renewing their registration—confirming they have completed the training requirement.

Available Credit for Nurses, and Athletic Trainers: This asynchronous course satisfies the statutory mandate that licensed practical nurses, registered nurses, and athletic trainers obtain one credit in continuing education programs concerning prescription opioid drugs as a condition of licensure renewal. Upon successful completion of the asynchronous course, participants will receive a certificate of completion, and should retain it in accordance with their relevant licensing board's regulations.


Opioid Medical Education Training and Education Program, Module 12: New Jersey Prescription Monitoring Program (NJ PMP) Guidelines

For physicians, physician assistants, dentists, podiatrists, optometrists, certified nurse midwives, advanced practice nurses, veterinarians, registered nurses, psychologists, marriage and family therapists, social workers, professional counselors, and athletic trainers

Available Credit for Other Listed Health Care Professionals: This asynchronous course satisfies the statutory mandate that physician assistants, dentists, podiatrists, optometrists, certified nurse midwives, advanced practice nurses, veterinarians, registered nurses, psychologists, marriage and family therapists, social workers, professional counselors, and athletic trainers obtain one credit in continuing education programs concerning prescription opioid drugs as a condition of licensure renewal. Upon successful completion of the asynchronous course, participants will receive a certificate of completion, and should retain it in accordance with their relevant licensing board's regulations.

All participants who register for and complete an Opioid Medical Education and Training Program course will receive the New Jersey Naloxone Distribution and Training Programs Guide. This comprehensive county-by-county guide, available in interactive and print formats for health care professional reference and patient education, includes pharmacies who dispense NARCAN® (naloxone hydrochloride) Nasal Spray and the FDA-approved generic naloxone hydrochloride nasal spray (utilizing standing orders, and via prescription). It also includes virtual trainings on how and when to use naloxone nasal spray.

This guide was a special project directed by Patricia Fortunato, Content and Program Manager, Research and Grants, NeuroMusculoskeletal Institute (NMI) at Rowan–Virtua School of Osteopathic Medicine (Rowan–Virtua SOM), Southern NJ MAT Center of Excellence (SNJMATCOE), with data collection and analysis collaboration and support from NMI content and clinical team members and Rowan–Virtua SOM medical students. All listed pharmacies were verified with each location's licensed pharmacy staff.

All participants who register for and complete Module 6 will receive the Opioid Medical Education Program COVID–19 Response Guide. This comprehensive guide, available in interactive format for health care professional reference, includes changes to health care policies and practices with focus on prescribing and telemedicine; harm reduction strategies for patients with opioid use disorder (OUD); considerations for special populations including individuals experiencing homelessness; supporting and protecting minority communities, with a focus on trauma-informed and culturally competent patient care; and guidance from specialty organizations.
